David Palubeski was the Principal Partner and President of Lombard North Group (1984) Ltd. David’s breadth of professional practice included co-ordination of urban design initiatives, regional and urban community development strategies, management of environmental and socio-economic impact assessments for major development projects, project design, feasibility assessment and implementation/management of public and private sector development projects, including industrial, commercial shopping centre and mixed-use residential developments, preparation of urban designs for downtown redevelopment, large format commercial centers and regional parks, land use zoning strategies, site assessment, and public consultation.

David provided project design coordination among in-house and outside specialty consultants, land development management services, financial analysis / project pro forma for Joint Venture projects involving both multiple shareholders and lending institutions. Land development services included: market assessment and project valuation, recommended development configuration, project phasing, managing approving authority review and formal approval processes; negotiation of Development Agreements as may have been required as a condition of approval and completion of obligations and release of securities under the Development Agreements; managing community stakeholders consultation, advice on sales contract considerations, and cost control; developing and managing site and building architectural standards and release of purchaser compliance deposits. Managing services provided by David included regular monthly financial and future estimates cash flow reporting to the owners and lending institutions over the course of build out.

David’s practice as a City Planner was both national in scope and international in nature having served as a planning advisor to China’s Ministry of Lands and Trest Engineering in Russia. David was a Fellow and President of the Canadian Institute of Planners, the professional organization representing over 8,000 Planners in Canada. David had assumed a leadership role on local and national committees including Chair of the City of Winnipeg Downtown Design Review Advisory Board, Chair of the Canadian Institute of Planners Advisory Committee to the Peoples Republic of China, Ministry of Lands and Resources, member of the Prime Minister’s Advisory Council on the Environment and the Economy, and member of the Montreal Design Awards Review Committee. David was appointed by the Province of Manitoba to serve on three Manitoba Planning Act / Winnipeg Act Review Committees.
